The San Francisco African American Reparations Advisory Committee recently proposed paying longtime Black residents $5 million and granting total debt forgiveness. The reasoning was to combat the “systematic repression” faced by Black people in the community. 

The committee released a draft report in December 2022 and addressed the reparations. It was noted that California wasn’t technically a slave state. However, the reparations proposal was made “to address the public policies explicitly created to subjugate Black people in San Francisco by upholding and expanding the intent and legacy of chattel slavery.”

Among the financial recommendations mentioned in the draft plan, a $5 million lump sum for eligible individuals was proposed to “compensate the affected population for the decades of harms that they have experienced.” The lump sum would also “redress the economic and opportunity losses that Black San Franciscans have endured, collectively, as the result of both intentional decisions and unintended harms perpetuated by City policy.” 

To be eligible, the person applying must identify as Black or African American on public documents for at least ten years and be 18 years old. Other forms of proof found the plan saying a person will be eligible if they “Personally, or the direct descendant of someone, incarcerated by the failed War on Drugs.” Stay tuned for more updates.
