Former Broward Sheriff's deputy Raymond Hicks discussed his experience working in law enforcement. Hicks began his career in 1986 as a detention officer before being selected to join the drug task force in 1990. He worked undercover and participated in sting operations to combat street-level narcotics cells. However, Hicks claims that the Broward Sheriff's Office (BSO) had corrupt practices similar to organized crime. He mentions a pyramid scheme within the department where officers would donate money and recruit others to move up the ladder. This scheme is illegal and punishable under state fraud statutes, but Hicks says that when a complaint was filed against another officer for participating in the scheme, it was ignored.

Hicks was fired from the BSO in 1997 for misuse of authority. He explains that he intervened in a situation where a man had physically assaulted his cousin, but he denies threatening or arresting the man. Despite winning his job back through arbitration, the BSO intensified their efforts against Hicks due to his knowledge of their corrupt practices.
