Hicks claims that the aggression began with a pyramid scheme and escalated when he discovered officers planting drugs and assaulting young Black offenders. He also alleges that there was a culture of keeping Black sheriffs in jail rather than allowing them to go out on the streets. Hicks believes that the motivations behind these behaviors were rooted in deep-seated racism within the department.

Hicks goes on to reveal details about the undercover sting operations he was involved in as part of the narcotics group. He explains that they would use informants to make drug transactions, with some informants being paid by the department. Additionally, Hicks mentions a disturbing practice where the Broward Sheriff's Office would manufacture their own crack cocaine and give it to undercover officers to sell on the streets. He describes this as entrapment and criminal organization.
