In a bizarre turn of events, Atlanta officers responded to an auto accident only to discover that one of the individuals involved, Samuel Smith, had his wrists restrained by handcuffs. The unusual situation prompted further investigation, leading to the arrest of a man named Terrence Jacks, who was impersonating a Department of Homeland Security Special Agent. The incident unfolded outside Peaches of Atlanta, a strip club located on Ralph David Abernathy Boulevard.

According to reports, Samuel Smith's wife, Patricia Smith, revealed that her husband had been handcuffed by an "officer" while they were at Peaches of Atlanta. When officers arrived at the club, they encountered Terrence Jacks, who was dressed in a vest with a "Police" patch and possessed various law enforcement equipment, including a radio, a handgun, and a sedan equipped with blue lights and police decals. However, it was later determined that Jacks was not a legitimate Department of Homeland Security Special Agent.

Following a thorough investigation, Jacks was taken into custody and charged with Impersonating a Public Officer or Employee. Patricia Smith, who was found to be at fault for the auto accident, was charged with DUI Less Safe, Hit and Run, Reckless Driving, and Driving on a Suspended License. Samuel Smith, her husband, was also apprehended due to an active warrant out of Fulton County.
